Having lived here for several years and learnt from our experince and more significantly from the experience of others we / you may find thier response a little inconsistent .
Clearly they have enormous experience, and visitors or "new" people here have only experience from their homeland.
Communication / Language is a formidable barrier to communication in a foreign language for both parties.
You may find they do not send a car at all, or they may send two, it appears to be inconsistent to many who live and visit here.
But lets be honest, this can be the same at home back in the U.K. Ireland or whereever you live.
Perhaps if you say "Emer-gen-cia" , "Emer-gen-cia" enough times, perhaps as many as 5 times they might try and get someone to you asap.
They do respond to explosions and major road traffic accidents or major events like a a building or a very large wall collapsing
